What is Rural and Northern Immigration Pilot Program (RNIP)?
The RNIP i.e. Rural and northern immigration pilot program was created as an initiative to spread economic growth in smaller communities by creating a path of permanent residency for International Skilled workers who want to reside and settle in one of the communities which are participating in this program. These communities are based in the following regions:
- Ontario
- Manitoba
- Saskatchewan
- Alberta
- British Columbia
- Yukon
- Nunavut
- Northwest Territories
Here are the eleven communities which are participating in the program:
- Atlona/Rhineland
- Brandon
- Claresholm
- North BAY
- Moose Jaw
- Sault Ste. Marie
- Sudbury
- Thunder Bay
- Timmins
- Vernon
- West Kootenay
REQUIREMENTS
To apply for this program as an applicant, the community:
- Must have a population of 50K or less and be located at least 75km from the metropolitan area or have a population of two hundred thousand or less and be considered removed from other bigger cities.
- Be located in the above-mentioned regions
- Have economic development plans and opportunities for employment
- Have a local development organization
- Have the volume to settle new immigrants in the community by developing:
- Relations with local residents and immigrant organizations;
- Opportunities to link new arrivals with well-known members of the community, through networking;
- Access to vital services like education, housing, transportation, and health care.
How can you Immigrate through the RNIP Program?
Eligibility Criteria
In order to migrate to Canada via the RNIP program the candidates need to meet the eligibility criteria along with requirements ass set by the community they are planning to settle in:
- RECOMMENDATION: The candidate must have a recommendation from any one of the selected communities which are mentioned above.
- WORK EXPERIENCE: To meet the eligibility criteria the candidate must have minimum one year of experience in the past three years. It doesn’t matter if there are breaks in between. Moreover, the candidate could have worked with more than one employer but the occupation must be the same. Overall, 1560 hours in total must be completed by the applicant.
Note: Self-employed Candidates are not eligible under this program. Correspondingly, International students may get an exemption from the work experience criteria if they are recent graduates:- from a full-time post-secondary program of at least two years, or
- from a full-time master's program or above.
- VALID JOB OFFER - The candidate must hold a valid job offer to work full time at a permanent place in one of the participating communities. The wages must be based on the skill type 0, A, B,C or D as listed by NOC in the Canada Job Bank.
The Government of Canada defines a valid job offer as one that:- meet the requirements of the employer
- the employer must himself/herself be active in the job for which the offer has been made
- the terms of the offer must be fulfilled by the employer
- the employer must have fulfilled all employment lawsin the past
Additionally, the job offer must be of the same skill level or one skill level above or below the NOC that best applies to the candidate’s work expertise.
- LANGUAGE PROFICIENCY - The candidates must also meet the language requirement as set by the particular NOC level 0, A, B or C. The minimum score requirements for each NOC skill type/level are mentioned below:
- NOC level 0 and A: CLB 6
- NOC level B: CLB 5
- NOC level C and D: CLB 4
- CELPIP: In case of English
- IELTS: In case of English
- TEF Canada: In case of French
- TCF Canada: In case of French
- EDUCATION - Candidates must have:
- A Canadian high school diploma or the must provide a valid ECA report in case of international education. Your education level is assessed under this report whether your qualifications are as per Canadian standards or not.
- Some candidates are exempted from the work experience requirement if they have graduated from a post-secondary program in the community that is recommending them.The program can be a degree, diploma, certificate or trade or internship from a post-secondary program of 2 years or more. In addition, they must also have gained the credential within 18 months before the application for permanent residency. Furthermore, they were in the community for at least 16 months of the last 2 years of study.
In case the candidates hold a master’s degree or a PhD then they would have received their credentials 18 months prior the application for permanent residency and must have enrolled in a full time program.Lastly, they would have been in the community for the entire duration of their degree.
NOTE: Candidates who cannot apply as global students include those who:
- Studied more than half of the program from distance
- Studied English or French language for more than half of the program
- Got a scholarship that necessitates they return to their home country
- PROOF OF FUNDS - In order to be eligible for this program the Candidates must show that they have sufficient funds to support themselves and their families after they move to Canada.

NOTE: Individuals who are working legally in Canada during the time of application get an exemption in funds requirement.
Following are the things you need to take into consideration:
- The amount must not be borrowed from another person
- You must be able to bear the cost of living of your family members even if they are not coming with you.
- In case you would be showing real property or any other investments then you must have all the documents readily available with you.
- Also, you need to show the documents that guarantee payment of a set amount of money that is payable to you. This can be in the form of drafts, cheques or money orders.
RNIP leading to Canada PR
Among the five provinces, a total of 11 communities are selected to take part in the pilot. From there, the candidates get in touch with the community or the employer, either they can approach the candidate or the former can approach the latter. On connecting successfully, the application is submitted by the candidates for recommendation of RNIP. Afterward, the applications are reviewed by the community and the most suitable candidates are selected and recommended by the community under the RNIP which makes the candidates eligible to apply to IRCC for PR in the maple country.
On successful submission of the Canada Permanent Residency application to the IRCC , the assessment against the FSC I.e., Federal Selection Criteria takes place. Finally, the Canadian Permanent Residency is obtained by the candidate.
